ETA:
Even Labor has previously opposed ISP-level internet filtering when the Howard Government raised it as a method for protecting kids online.

The government doesn't need to points score on law and order at this time. Is there something pressuring the incumbent government to pass this filter that the opposition isn't affected by?

It's Senator Steven Conroy's way of getting Family First on his side. The usual political wrangling.

From what I understand it was an election promise by this government to Family First to get it through.
